A coordination meeting between BHANSA and BHDCA was held on 16 October 2025 at BHANSA’s Head Office in Mostar, attended by BHANSA Director Mr. Davorin Primorac and BHDCA Director General Mr. Zorislav Ivanović, along with their associates.
The meeting addressed a number of issues significant not only for BHANSA and BHDCA but also for the entire aviation community and Bosnia and Herzegovina.
Compliance with SES and Implementation of EGNOS
Particular attention was given to the issuance of the Statement of Compliance with the Single European Sky (SES) requirements. The conditions set by EASA have been fully met, creating the basis for concluding the European Geostationary Navigation Overlay Service (EGNOS) Working Agreement (EWA) between the European Satellite Services Provider (ESSP) and BHANSA.
The conclusion of the EWA will enable airlines at international airports in Bosnia and Herzegovina to use the EGNOS signal and the most favorable Localizer Performance with Vertical Guidance (LPV) landing minima.
Flight Procedures and Aeronautical Information Publication (AIP)
At BHANSA’s proposal, the meeting discussed the need for BHDCA to define the conditions for approving the use of Required Navigation Performance, Authorization Required (RNP AR) flight procedures, and to withdraw and/or amend Aeronautical Information Circulars (AICs) that currently set out the conditions for obtaining authorization to use flight procedures at Sarajevo and Mostar international airports.
It was agreed that BHDCA, in cooperation with BHANSA, will undertake activities to amend and supplement the relevant sections of the Aeronautical Information Publication of Bosnia and Herzegovina (AIP BiH), in order to ensure that air navigation service users in Bosnia and Herzegovina have all necessary information for the execution of their flights.
Legislative Framework
Information was exchanged regarding ongoing activities for the adoption of a new Aviation Law of Bosnia and Herzegovina and amendments to the Law on the Bosnia and Herzegovina Air Navigation Services Agency.
It was concluded that BHANSA and BHDCA currently operate under challenging conditions due to the absence of these legislative updates, and it is crucial to inform the competent institutions about these circumstances and the potential consequences that further delays in legislative activities could have on the stability and functioning of civil aviation in Bosnia and Herzegovina.
Inspections and Certification of the Training Organization
Both parties emphasized the importance and obligation of BHANSA’s continuous compliance with air navigation service provision regulations.
They underlined the significance of BHDCA’s expert inspections, which verify compliance with the applicable regulations and establish the necessary conditions for the successful execution of the EASA standardization inspection scheduled for 2026.
Significant emphasis was placed on the upcoming certification audit of BHANSA as an organization for initial air traffic controller training, thereby enabling BHANSA to train air traffic controller candidates both for its own needs and for the needs of other markets. This is the way to address the shortage of air traffic controllers amid the continuous growth of air traffic in Bosnia and Herzegovina’s airspace.
Implementation of New Regulations and Continuation of Cooperation
At the end of the meeting, BHDCA representatives announced the publication of the new Regulation on Amendments to the Regulation on Air Traffic Controller Licences, Training Organizations, and Aeromedical Centres, which will transpose Regulation (EU) 2023/893. Activities related to the implementation of this regulation within BHANSA were also agreed upon.
Both directors emphasized that the practice of holding regular coordination meetings has proven highly beneficial and will be continued in the future.
