Mostar, 26 February 2026 – On 11 February 2026, the European Commission presented a new Action Plan that provides for coordinated measures to counter risks associated with unmanned aircraft systems (“drones”), aimed at strengthening the security of airspace and critical infrastructure in light of increasing security risks.
The Plan provides for coordinated measures aimed at enhancing preparedness, detection, and response capabilities, as well as strengthening defence readiness within the European Union.
BHANSA strongly supports the objectives of this Action Plan and underlines the importance of timely improvement of the legislative and regulatory framework in Bosnia and Herzegovina to ensure the safe and coordinated integration of unmanned aircraft systems into the national airspace, while safeguarding critical infrastructure and public security.
As the competent and professional institution responsible for the provision of air navigation services, BHANSA, in cooperation with the Bosnia and Herzegovina Directorate of Civil Aviation. (BHDCA), is the only entity in the country possessing the operational and technical expertise necessary to manage the safe functioning of the airspace in the context of unmanned systems.
Recognising the EU Action Plan as a valuable and relevant strategic framework, BHANSA emphasises the necessity of systematically aligning domestic legislation with modern European practices and standards.
In this regard, it is necessary to further improve the Law on BHANSA, which is already in the legislative procedure, in order to precisely define the Agency’s competences and capacities in managing and protecting airspace in relation to unmanned systems.
It is also essential to finalise and adopt the Law on Civil Aviation of Bosnia and Herzegovina to clearly define operator obligations, technical standards, registration requirements, and operational limitations for unmanned aircraft systems, as well as the necessary secondary legislation and technical regulations that will enable the full implementation of the standards set out in the EU Action Plan, particularly in the areas of system interoperability, data exchange, and the responsibilities of all stakeholders involved.
BHANSA further highlights the need to establish a clear regulatory framework for detection and neutralisation systems for unmanned aircraft in protected and critical zones, with full respect for data protection, privacy, and human rights standards.
The integration of unmanned systems into the airspace of Bosnia and Herzegovina must be guided by the principles of safety, coordination, and technical compatibility with the existing operations of all airspace users.
The goal of these reforms is to both enhance national security and support the safe and controlled growth of civil services using unmanned aircraft systems across sectors like logistics, agriculture, infrastructure monitoring, and emergency response.
