A coordination meeting between BHANSA and BHDCA held in Mostar

A coordination meeting between BHANSA and BHDCA was held in the Main Office of BHANSA in Mostar, on 18th July 2023. On behalf of BHANSA, Director Mr. Davorin Primorac and Deputy Director Mr. Sanjin Hadžiomerović participated with their associates, while BHDCA delegation consisted of Director General Mr. Čedomir Šušnjar and Deputy Director General Mr. Marin Raspudić also with their associates.

At the meeting, a number of issues of importance for the cooperation of BHANSA and BHDCA were discussed, among which we highlight proposals for amendments to the Law on Aviation of BiH and the Law on Bosnia and Herzegovina Air Navigation Services Agency.

They also discussed the establishment of a regulatory framework for U-space and unmanned aerial vehicle systems, in order to create preconditions for the establishment of U-space in BiH and to amend the existing Rulebook on the conditions for carrying out flight operations with drones, so that into the legal system of BiH through the BHDCA relevant provisions of the implementing and delegated regulations of the EU relating to this area (DELEGATED COMMISSION REGULATION (EU) 2019/945, IMPLEMENTING COMMISSION REGULATION (EU) 2019/947, IMPLEMENTING COMMISSION REGULATION (EU) 2021/664, IMPLEMENTING COMMISSION REGULATION (EU) 2021/665 and IMPLEMENTING COMMISSION REGULATION (EU) 2021/666).

Satisfaction was expressed with the successful implementation of the Rulebook on establishing general and special requirements for providers of air traffic management services, air navigation services and other network functions for air traffic management ("Official Gazette of BiH" number: 10/23). 

It was noted that progress has been made in terms of terrain and obstacle data management after the The Ministry of Communications and Traffic of Bosnia and Herzegovina, on the basis of a mutual proposal by BHDCA and BHANSA, established a working group for the drafting of the eTOD policy document in Bosnia and Herzegovina. It remains to solve certain issues of obstacle management in the areas of Terminal Control Area (TMA) for international airports in BiH, which will continue to be worked on.

BHANSA is in the process of implementing significant projects such as training of a new generation of air traffic controllers by TO GATE Aviation Training, which will be held in Mostar, and the procurement and installation of new Automated Weather Observing Stations (AWOS) at all international airports in BiH. Specific forms of cooperation between BHANSA and BHDCA regarding the implementation of these projects have been agreed upon, which include the fulfillment of all obligations prescribed by existing regulations with the aim of obtaining approvals, permits and certificates.

It was mutually concluded that the practice of holding BHANSA - BHDCA coordination meetings will continue in the future as they have proven to be very useful and significantly facilitate cooperation in the field of air navigation.
