BHANSA Certified for Flight Procedure Design – A New Strategic Milestone in the Agency’s Development

Bosnia and Herzegovina Air Navigation Services Agency (BHANSA) has officially been certified to provide Flight Procedure Design (FPD) services in accordance with European regulations. The ANS-06 certificate, issued on April 29, 2025, by Bosnia and Herzegovina Directorate of Civil Aviation (BHDCA), confirms that BHANSA is now authorized to independently design, validate, and maintain flight procedures – a service of strategic importance for the safe, efficient, and environmentally aligned management of air traffic.

With this certification, BHANSA further expands its range of competencies and joins the ranks of respected air navigation service providers at both the regional and European levels. By establishing its own FPD capabilities, the Agency has ensured greater flexibility in planning, shorter procedure development timelines, and direct technical support to airports and service users within Bosnia and Herzegovina.

What Does Flight Procedure Design Include?

Flight Procedure Design (FPD) ensures safe and efficient routing for aircraft during all phases of instrument flight, with a focus on obstacle clearance and navigation aligned with the highest international standards.

This service includes the design, validation, and maintenance of both conventional and PBN procedures – from departures and arrivals, to approaches, circling, and en-route navigation, including PinS procedures for helicopters.

Additionally, the service covers the production of aeronautical charts, minimum vectoring altitude (MVA) sectors, and technical analyses of noise, emissions, signal coverage, and terrain impact on flight procedures.

All developed procedures are published in the Aeronautical Information Publication of Bosnia and Herzegovina (AIP BiH) for international airports within within Bosnia and Herzegovina.

Certification Process – Confirmation of Capability and Commitment

The certification process began on 26 February 2024 with the submission of a Notification of Intent to apply for a certificate for the provision of Flight Procedure Design (FPD) services. During the process, the Bosnia and Herzegovina Directorate of Civil Aviation (BHDCA) conducted an initial audit of BHANSA and defined a series of requirements that the Agency successfully met, resulting in the issuance of certificate ANS–06.

This process is not only proof of BHANSA’s technical and organizational readiness, but also an example of excellent cooperation between the regulator and the service provider. It is especially worth highlighting the professionalism and continuous availability of BHDCA inspectors and their external associates during the certification process, who significantly contributed to its successful outcome. The collaboration of all parties involved was carried out in the spirit of a shared goal – ensuring the highest standards of safety and efficiency in Bosnia and Herzegovina’s air traffic management.

The procedure was conducted in accordance with the Rulebook on establishing general and specific requirements for air traffic management service providers, air navigation services, and other network functions for air traffic management, which represents transposition of Commission Implementing Regulation (EU) 2017/373, thereby confirming BHANSA’s full compliance with European Union standards. 

The new certificate replaces the previous ANS–05, and BHANSA is now officially recognized as an authorized provider of flight procedure design services.

Key to Success: Knowledge, Experience and Internal Cooperation

The lead entity in this activity was the Department of Navigation and Flight Procedures within the Air Traffic Management (ATM) Department, with strong support from other organizational units of the Agency. Teamwork was crucial in achieving this strategic objective.

Significant support during the certification was also provided by representatives of the civil aviation authority (BHDCA), as well as partners from companies CGX Aero and Te2C – especially in the area of on-the-job training (OJT) for procedure designers and ensuring the technical prerequisites for operations.

Special thanks goes to the BHANSA Management, led by the Director, for their strategic support and vision, without which such a step forward would not have been possible.

An Important Step for BHANSA’s Future

Obtaining the FPD certificate marks a significant milestone in the professional and technical development of BHANSA. It ensures the long-term capability for independent design and management of flight procedures in Bosnia and Herzegovina, which significantly contributes to the safety and efficiency of air traffic, enhances cooperation with international partners, and strengthens the Agency’s role within the European aviation space.
