A notice for airspace users - Procedure for changing the organization and structure of airspace in FIR Sarajevo

BHANSA, in cooperation with the Bosnia and Herzegovina Air Traffic Management Committee and Bosnia and Herzegovina Directorate of Civil Aviation (BHDCA) has conducted a generic aviation safety assessment for the activity: “Procedure for changing the airspace organization and structure in FIR Sarajevo“.

Bosnia and Herzegovina Airspace Management Committee has adopted the Procedure for changing the airspace organization and structure in FIR Sarajevo, which stipulates that BHANSA analyzes and assesses the impact of requests for changing the airspace organization and structure in FIR Sarajevo, including a safety assessment which identifies hazards and risk reduction assessment.

BHANSA, in accordance with the above, as well as based on the acceptance of the generic safety assessment by the BHDCA, is in charge of analyzing and assessing the impact of requests for changing the airspace organization and structure in FIR Sarajevo, in cases when airspace users send request for changing the airspace organization and structure, in cases related to the establishment of new or modification of existing structures in the airspace, where it will be conducted activities that require reserved or restricted airspace and improvement of flexible use of airspace.

The structures in the airspace, where activities that require reserved or limited airspace are performed, are the following:

a) Prohibited zones - P,

b) Restricted zones - R,

c) Danger zones - D,

d) Temporarily Reserved Area - TRA,

e) Temporarily Separated Area - TSA,

f) Zones where aviation sports and recreational activities are performed.

Airspace users who are planning to introduce new airspace structures should consult BHANSA, using the Form: Request for changing the airspace organization and structure in FIR Sarajevo.

After the submission of the request, an analysis and assessment of the request will follow, during which BHANSA will be in contact with the applicant. After the analysis, the proposal, with opinion of BHANSA is submitted to Bosnia and Herzegovina Air Traffic Management Committee which considers the request and makes a conclusion which is recorded through the minutes and submits to BHANSA. BHANSA submits a conclusion to the Bosnia and Herzegovina Air Traffic Management Committee, authorized originators of aeronautical information (Ministry of Defence of BiH and Ministry of Communications and Transport of BiH), for approval.

The originators of aeronautical information consider the request of the airspace user and the conclusion of the Bosnia and Herzegovina Air Traffic Management Committee, and if they accept them, they submit the approval to BHANSA for publication in the Aeronautical Information Publication of BiH and for the information to the Bosnia and Herzegovina Air Traffic Management Committee.

If the request of the airspace user is not acceptable in full or in part, the originators of the aeronautical information shall submit a response to the user via BHANSA with an explanation for the purpose of supplementing or changing the request, ie with the information that the request was rejected.

Finally, the Aeronautical Information Services of BiH, publishes approved changes in the Aeronautical Information Publication of BiH, during which communication is performed with the applicant.
